Update 0.0.11.18 fixes

Gameplay/system changes:

Quick change to cap the amount of bosses spawning correctly.

Fixes to tool tip descriptions. 

Added a temp controls description.

Balance fixes:

Change to Idol song to no longer be effected by cooldown rate. (This is partly due to a rare issues where it would loop incorrectly, please let me know if this hasn't fully fixed the issue)
